Types of Trade Licence in Dubai: The Short Answer
The main types of trade licence in Dubai are commercial, professional and industrial. Which one you need depends on what your company does, not on what you prefer to call it. If you sell goods, you start with a commercial licence. If you sell expertise, you start with a professional one. If you make things, you need an industrial licence.
That sounds simple, and it is a good first filter. The detail is where founders lose time. The types of trade licence in Dubai also differ by authority, because a mainland licence from the Dubai Department of Economy and Tourism (DET) and a free zone licence use different names and different rules. This guide walks through each type, how activities are chosen and how the choice changes visas, premises and cost.
The article stays on licence categories. For the comparison with a freelance permit, read our freelance permit versus trade licence guide. For renewals, see the UAE trade licence renewal article.
Activity First, Licence Second
Dubai does not ask you to pick a licence and then work out what you may do. It works the other way round. The UAE Government portal says the business activity is the basis for choosing the legal form and the type of licence, whether commercial, industrial or professional.
The same page says there are more than 2,000 business activities in the UAE and that one business can hold more than one. It also says the legal form must match the activity. In practice, that means you shortlist your activities first. The types of trade licence in Dubai follow from that list.
One more point helps early. A trade licence is not the same as the trade name or the company structure. You will register a trade name, choose a legal form such as an LLC, and apply for a licence. These are three separate decisions that must fit together.
How Official Sources Count the Types of Trade Licence in Dubai
If you search for the types of trade licence in Dubai, you will see different numbers. That is not an error. Different bodies count at different levels. The UAE Government portal quotes two official lists.
| Source | Types listed |
|---|---|
| Ministry of Economy and Tourism (federal) | Six: industrial, commercial, professional, tourism, agricultural and crafts |
| Invest in Dubai (Dubai mainland) | Eight: industrial, commercial, professional, E-Trader, dual, instant, SME and Intelaq |
The three that appear on both lists are commercial, professional and industrial. They are the core of the types of trade licence in Dubai, and the rest of this guide spends most of its time on them. The other Dubai entries are routes with special eligibility, which I cover below with the limits of what I could verify.
Commercial Licence
A commercial licence covers businesses built around goods. Advisers such as Virtuzone describe it as the licence for companies that buy, sell, import, export, distribute or store goods. Typical examples are electronics trading, foodstuff trading, garments, furniture, cosmetics, spare parts and building materials.
It is also the licence most people mean when they say “trade licence”. Of all the types of trade licence in Dubai, it is the one most closely tied to stock, suppliers and customs.
Two cautions apply. First, a general trading licence can cover several product categories, but it does not automatically authorise restricted or regulated goods, according to Virtuzone’s activity-list guide. Second, some products need approval from another authority before you can sell them. Check the exact activity record, not just the licence name.
Professional Licence
A professional licence covers businesses that sell expertise. Think consultancy, marketing, design, IT services, accounting, architecture and training. Revenue comes from fees, retainers or projects rather than from a margin on stock.
Many professional activities need proof of qualifications, experience or approval from a sector regulator. Among the types of trade licence in Dubai, this is the one where your own background matters most. A founder who plans to offer a regulated profession should expect to show credentials.
If you work alone and want the lightest route, read our freelance permit guide before you commit to a full professional licence. The two are not the same product.
Industrial Licence
An industrial licence is for manufacturing, production, processing, packaging and assembly. It is the heaviest of the three core types of trade licence in Dubai because it ties you to a facility.
Virtuzone’s activity-list guide notes that facility, environmental, civil-defence and product requirements can apply on top of the licensing itself. In a free zone, the rules are explicit. Jafza’s licence page says a core requirement is to keep the production facility and warehouse within the free zone, and that industrial licence holders are audited by the HSE authority regularly.
Plan the site, not just the paperwork. For an industrial licence, premises are the main constraint and often the main cost.
Tourism, E-Trader, Dual and Other Routes
The remaining types of trade licence in Dubai are narrower. I could not open the Invest in Dubai pages that define them, so the points below come from the UAE Government portal and from adviser sources. Treat the adviser points as unconfirmed by DET.
- Tourism. The UAE Government portal lists it among the six federal types. Invest in Dubai’s list of eight does not name it. Advisers say tourism, hospitality and events activities can need extra DET permits or classifications.
- E-Trader. Advisers describe it as a route for eligible individuals or home-based entrepreneurs selling products or services through social media or online channels, with restricted eligibility and activities.
- Dual licence. Advisers say it lets eligible businesses in participating free zones extend specified operations to the mainland. Availability depends on the free zone and the activity.
- Instant, SME and Intelaq. They appear on the Invest in Dubai list. I could not verify their conditions, so ask DET before relying on them.
Free Zone Versions of the Types of Trade Licence in Dubai
Free zones issue their own licences, with their own names. The core idea is the same, but the labels and limits change. Jafza’s licence page offers trading, service, industrial and logistics licences, and says licences start at AED 5,000 before activities and premises.
Jafza’s trading licence has three levels. Type 1 allows a maximum of seven activities per group. Type 2 allows a maximum of twelve activities starting from two groups. Type 3 allows an unlimited number of activities from three or more groups and is also classified as a general trading licence. The service licence is for companies that do not trade in or hold stock of physical products.
Other zones use their own categories. DMCC’s setup page says activities that need special approval from another regulator may carry restrictions, and that the number of visas depends on office size and licence type. Read each zone’s own list before you assume that the types of trade licence in Dubai on the mainland map one-to-one onto a free zone.
Our free zone versus mainland comparison article explains when each location makes sense.
How to Choose Your Business Activities
Choosing activities is the step that decides which of the types of trade licence in Dubai you actually receive. Use this short process.
- List what you invoice for. Write down every product and service a customer will pay for in the first two years.
- Mark the main revenue line. The activity that earns the most usually decides the licence direction.
- Check approvals. Healthcare, education, legal services, property, food, finance, transport and media often need approval from a competent authority, according to Virtuzone’s activity-list guide.
- Check the limits. Count activities per group in a free zone, and confirm that the legal form fits the activity.
- Ask for the activity record. Do not rely on a licence label. The activity description and code define what you may do.
If you sell both products and services, do not assume one licence covers both. Virtuzone says product sales and service delivery may need separate approved activities, and a mixed model should be assessed on its facts.

How the Licence Type Affects Visas, Premises and Cost
Visas
The licence label does not give you a fixed number of visas. On the mainland, the ministry sets your quota according to the company’s legal status, the size of the work facilities, the projects you undertake and your business needs, per the UAE Government recruitment guidance. In a free zone, the UAE Government free zone recruitment page says the number depends on factors such as the package you sign up for.
So when you compare the types of trade licence in Dubai, compare the premises and package behind each one. A professional licence in a flexi-desk package and a professional licence with a full office can produce very different visa limits.
Premises
All UAE businesses need a physical address. In Dubai, the tenancy agreement must be registered with Ejari, as the UAE Government portal notes. An industrial licence adds facility and safety requirements. A commercial licence for goods may need storage space. A professional licence is often the lightest on premises, though the authority’s rules still apply.
Cost
Cost depends on more than the licence label. Virtuzone lists the cost drivers as activity, approvals, premises, visas and renewals. Jafza’s licence page says its licence cost depends on the number of activities added. DMCC’s setup page gives a typical setup range of AED 10,345 to AED 84,515, depending on licence duration and whether an office is included. Treat these as each authority’s own figures, not a market average.
For a full breakdown, see our Dubai business setup cost guide. Remember that the licence is renewed every year, so the choice you make now repeats in your renewal budget.
Quick Decision Table
| If your business mainly… | Likely licence | Watch out for |
|---|---|---|
| Sells or imports physical goods | Commercial | Restricted goods need extra approval |
| Sells consultancy, design or IT services | Professional | Qualifications for regulated professions |
| Manufactures or processes goods | Industrial | Facility, safety and environmental rules |
| Mixes products and services | Activity review needed | Separate approved activities may be required |
| Runs tourism, hospitality or events | Check DET classification | Extra DET permits (adviser view) |
My View: Choose the Activity, Not the Label
Most founders ask which of the types of trade licence in Dubai is “best”. I think the question is wrong. No type is better. Each one fits a business model, and the wrong one is expensive to fix later because changing activities means amendments, approvals and sometimes a new premises agreement.
My advice is to write the activity list first and keep it narrow. Add an activity when you have a client for it, not because it might be useful. A short, accurate list is easier to approve and cheaper to keep than a long list of activities you never use.
I would also avoid choosing a licence only because it looks cheaper on a package page. Premises, visas and approvals usually decide the real cost. The types of trade licence in Dubai look similar until you price the office and the visa quota behind each one.
Limits of This Article
The counts of six federal and eight Dubai types come from the UAE Government portal. I could not open the DET and Invest in Dubai pages, so the definitions of commercial, professional and industrial licences, and all points on tourism, E-Trader and dual routes, come from adviser sources and are not DET text. Jafza and DMCC points come from their own pages, which describe their own zones only.
Fees and rules change. Figures and rules are as of 20 October 2026. This is general information, not legal advice. Confirm the exact activity and licence with the relevant authority before you apply.
FAQ
What are the main types of trade licence in Dubai?
The three core types of trade licence in Dubai are commercial, professional and industrial. Commercial covers trading in goods, professional covers services and expertise, and industrial covers manufacturing. The UAE Government portal also lists tourism, agricultural and crafts at federal level, and Invest in Dubai adds E-Trader, dual, instant, SME and Intelaq routes.
What is the difference between a commercial and a professional licence in Dubai?
A commercial licence is built around goods: buying, selling, importing, exporting or distributing. A professional licence is built around services: consultancy, design, IT, training and similar expertise. A simple test used by advisers is to ask what the customer pays for. Products point to commercial, expertise points to professional.
Can one licence cover several business activities?
Yes. The UAE Government portal says a business can have more than one activity, and there are more than 2,000 to choose from. Limits apply. Jafza, for example, caps the activities per group by licence type, and the legal form must match the activity. Mixed product and service models need a closer review.
Does the type of licence decide how many visas I can get?
Not on its own. On the mainland, the ministry sets the quota according to legal status, the size of the work facilities, projects and business needs. In free zones, the number of visas depends on factors such as the package you sign up for. Premises and the authority’s rules matter as much as the licence label.
Is tourism a separate type of trade licence in Dubai?
At federal level, yes: the UAE Government portal lists tourism among six licence types. Invest in Dubai’s list of eight does not name it. Advisers say tourism, hospitality and events activities can need extra DET permits or classifications, so check the exact activity record rather than assuming one generic tourism category.
How do I choose between the types of trade licence in Dubai if I sell both products and services?
List every activity you will invoice for and mark which ones earn the most revenue. Then ask the licensing authority whether product sales and service delivery are separate approved activities. If the mix is complex, a dual-activity or general trading structure may help, but only an activity review can confirm it.
