Dubai Property Valuation: How an Investor Checks Whether a Price Is Fair

Dubai Property Valuation: The Short Answer

A Dubai property price is fair when you can support it with three independent anchors: recent registered sales of comparable units, the rental income the unit can realistically earn, and what a bank or accredited valuer would accept. Good Dubai property valuation is the habit of testing the asking price against those anchors before you sign, not after.

Dubai is a transparent market in one useful way: the Dubai Land Department (DLD) publishes registered transaction data that any buyer can search. Most buyers still negotiate from listing prices, brochures and an agent’s view. That is the gap this article closes. If you only remember one thing, remember this: a listing shows what a seller hopes to get, while the register shows what buyers actually paid.

Below is the method I would use for any Dubai property valuation before paying a deposit. It covers units and villas, ready and off-plan, with a worked example that uses clearly labelled illustrative numbers. Source pages were opened in October 2026.

What a Fair Price Means in Dubai Property Valuation

There is no single correct value for a unit. A price is a range, and Dubai property valuation is the work of narrowing that range with evidence. I separate three things that are often mixed up in conversations with sellers and agents.

  • Asking price: what the seller or developer wants.
  • Transaction price: what a buyer and seller registered with DLD.
  • Valuation: an opinion of value from a valuer, usually for a bank, a court or a tax purpose.

A fair price for you is also personal. A buyer who plans to live in the unit for ten years can accept a small premium for the right building. An investor who needs a yield cannot. So a sound Dubai property valuation starts with the question of what the property is for, and only then asks what it is worth. This is analysis, not a rule from any authority.

Step 1: Fix the Unit You Are Pricing

Most mistakes in Dubai property valuation come from comparing different things. Before you look at any comparable, write down what you are pricing in one line: project, unit type, bedrooms, size, floor, view, ready or off-plan, and whether the area is freehold.

Then convert everything to AED per square foot, the common unit of Dubai property valuation. DLD records sizes in square metres, so multiply by 10.7639 to get square feet. A 111 sq m apartment is about 1,195 sq ft. Without this step, a 2-bedroom of 1,100 sq ft and one of 1,400 sq ft look like the same product at different prices, when the price per square foot may be almost identical.

Be careful with what the size means. For an apartment, check whether the listing quotes the suite area or a larger figure that includes balcony or common space, and ask for the area on the sale documents. For a villa, keep plot size and built-up area apart, because a Dubai property valuation for a villa depends on both. A rich plot with a plain house is a different asset from a large house on a small plot.

Step 2: Build Comparables for Dubai Property Valuation

The core of any Dubai property valuation is a short list of comparable sales. The Dubai Land Department open data page has a transaction search where you can filter by date range, transaction type (sales, mortgages, gifts), ready or off-plan, freehold, area, usage and property type. The result table includes the amount, the transaction size and property size in square metres, rooms, parking, the project and the nearest metro, mall and landmark. You can download the result as CSV.

Here is how I would use it, in order:

  1. Filter for sales of the same property type in the same project. If the project has too few sales, widen to the master community.
  2. Use the last 6 to 12 months. A thin market may need 12 or more; an active one may need only 3 to 6.
  3. Keep the same bedroom count and a similar size, within about 10 to 15%.
  4. Convert each sale to AED per square foot and discard obvious outliers, such as bulk or related-party sales.
  5. Look at the median, not the highest or lowest deal.
  6. Adjust for what differs: floor, view, parking, condition, furnishing, service charges and remaining lease or handover terms.

The point is to end with a range, for example “recent comparable sales sit between X and Y per square foot, and this unit deserves a position in the upper or lower half because of Z”. Writing that sentence forces you to justify your number. If you cannot write it, you do not yet have a Dubai property valuation, only an opinion.

If your comparable list is very short, treat the result as weak evidence. A single sale a year ago says little about today’s price, especially in a market that moves. Combine it with the supply picture; the oversupply stress test article shows how to check what else is coming to the same area.

Asking Prices vs Registered Prices in Dubai Property Valuation

Portal listings are useful to see what you compete against, but they are not transactions. Sellers list high to leave room for negotiation, some listings are stale, and the same unit can appear several times. In Dubai property valuation, use listings to understand the current offer, and the register to understand the outcome.

SourceWhat it showsMain weakness
Portal listingsCurrent asking prices and competing supplyNot what buyers paid; may be stale or duplicated
DLD registered salesPrices that were registered with the authorityLag after registration; limited detail on condition and view
Developer price listLaunch price and payment plan for the projectNot a resale value; includes marketing terms
Mo’asher indexMarket-level price trend by segmentNot a value for one unit
Formal valuationAn opinion of value by a valuerCosts money; reflects the valuer’s method and date

Registered prices have their own limits. They appear after registration, so the newest deals are missing, and the data cannot show whether a unit was renovated, which floor it was on or whether it came with furniture. This is why a Dubai property valuation always mixes data with a physical check of the unit.

A Worked Example With Illustrative Numbers

The numbers below are hypothetical. They are not market data and not a case study. They only show the arithmetic of a Dubai property valuation.

ItemIllustrative figure
Unit offered2-bedroom apartment, 1,200 sq ft
Asking priceAED 2,100,000, or AED 1,750 per sq ft
Registered sales in same project, last 6 months8 two-bedroom units, 1,150 to 1,260 sq ft
Their price per sq ftAED 1,600 to 1,720; median about AED 1,660
Asking price vs medianAround 5% above
Implied range for 1,200 sq ftAbout AED 1,920,000 to 2,060,000

How I would read it: the ask is above the recent range, so the buyer has a case for a lower offer. Then I would adjust. If the unit is on a high floor with a clear view and the comparables were mostly low-floor units, a price near the top of the range can be fair. If it is a low floor facing a car park, the median is the ceiling.

The same table also tells you what to ask the agent: which comparables were high-floor, and why this unit should price differently.

Remember to add the purchase costs to the decision. A fair price still sits on top of fees and taxes; see the total cost of buying property in Dubai guide before you set a budget.

Dubai Property Valuation for Off-Plan Units

Off-plan Dubai property valuation needs a different test, because there is no finished unit and often no recent resale in the same tower. The DLD transaction search lets you filter by registration type, ready or off-plan, so you can at least see what other buyers in the same project registered. Compare three numbers: the developer’s current price per square foot, the launch price, and any resale prices in the project.

Then price the payment plan, not only the headline. A plan with a long post-handover period and a low first instalment can be worth more to you than a small discount, and the reverse is also true. The off-plan payment plan article shows how to stress-test the schedule, and the off-plan resale article covers what you can and cannot sell before handover.

An off-plan price is also a forecast of what the finished area will look like. If many similar towers are due to complete near yours, your resale price will compete with them. That is a judgment, not a certainty, and I flag it as analysis rather than fact.

What the Mo’asher Index Can and Cannot Tell You

Mo’asher is the sales price index that DLD launched with Property Finder in April 2020. The DLD and Property Finder methodology paper explains that it is built from data collected by DLD during the registration of transactions, and that it uses a hedonic model to adjust for differences in property characteristics, so that a month with more luxury sales does not distort the trend.

The same paper lists the variables the model uses, including location, bedrooms, parking, balcony, age, property size and price. It also says that atypical sales are excluded: in that 2020 version, apartments outside 31 to 250 sq m or AED 250,000 to 6.4 million, and villas outside 112 to 900 sq m or AED 630,000 to 10.3 million, were left out. The limits may have changed since, so check the current publication.

What this means for Dubai property valuation: the index is useful to answer whether a community has been rising or falling, and whether the segment you are buying into is moving differently from the whole market. It is not a valuation of one unit, and very small or very large units can sit partly outside its scope. Use it for the direction, and registered comparables for the price.

Step 3: Cross-Check With Income

In Dubai property valuation for an investor, the second anchor is rent. A price that cannot be supported by rent is a bet on resale, and a bet is not a valuation. Estimate the annual rent from comparable lettings, deduct service charges and costs, and divide by the price. The net rental yield in Dubai article gives the formula and the costs people forget.

Two checks matter more than the headline yield. First, whether the rent assumption comes from signed leases or from an advert. Second, whether rent increases are limited: the RERA rent increase rules article explains the framework, so you do not assume a rent that the rules would not allow. DLD’s open data page also lists a rent transactions dataset, which is a better evidence base than a portal listing.

If the net yield is far below what similar units earn, one of three things is true: the price is high, the rent assumption is wrong, or you are paying for something rare. Decide which before you proceed.

When to Pay for a Formal Dubai Property Valuation

Not every Dubai property valuation needs a paid report. I would order one when the amount is large, when there are few comparables, when the unit is unusual, when you buy through a company, or when a partner or lender needs an independent figure. In those cases a formal Dubai property valuation is cheap compared with the cost of overpaying.

There are three routes. A mortgage bank will arrange its own valuation, and you pay the fee even though the report serves the bank. You can hire an accredited valuation company: DLD says the official list of accredited companies and offices is on dubailand.gov.ae and in the Dubai REST app (see the DLD announcement on accredited valuation offices). And DLD offers its own DLD property valuation service for units, villas, land and other property types.

On that DLD page, residential units and attached villas show an instant service time and other property types seven working days. The fees depend on the property type, and the required documents include a letter from the owner, so a buyer will usually need the seller’s cooperation or an accredited firm. I did not verify turnaround for a private valuation firm, so ask them directly.

How to Read the Gap Between Price and Value

Once your Dubai property valuation gives you a range, compare it with the price. The gap decides what you do next. These are my working rules, so treat them as analysis, not regulation.

What you findWhat it usually meansWhat I would do
Price inside the comparable rangeThe price is supportableNegotiate within the range and move to due diligence
Price above range, with a clear reasonView, floor, upgrade or scarcityPay a premium only if you can name and price the reason
Price above range, no reasonOptimistic askOffer at or below the median and show your table
Price below rangeMotivated seller, hidden problem or stale dataCheck title, service charges, defects and the seller’s reason before you celebrate
Bank valuation below priceThe bank’s valuer sees a lower valueRenegotiate, review with evidence, or fund the difference

The mortgage guide for non-residents explains why this matters: a bank lends against value, so a low valuation reduces the loan and increases the cash you must bring.

My View: Three Anchors Before You Pay

My view is that most buyers under-use the data that is available to them. They spend weeks choosing a building and an hour on the price. A disciplined Dubai property valuation takes an afternoon: pull the registered comparables, compute the median, write the income case, and decide what you would pay if the seller had never listed the unit.

I would also say plainly that one anchor is not enough. A unit that looks cheap on comparables but cannot be rented near the assumed rent is a trap. A unit with a good yield but a price far above registered sales is a resale risk. When all three anchors agree, the price is defensible. When they disagree, the disagreement is the information. If you want a second opinion on a specific unit, our real estate advisory service can review your comparables before you commit.

Limits of This Article

I opened the DLD open data page, the DLD property valuation service page, the DLD announcement on accredited valuation offices and the 2020 Mo’asher methodology paper. I could not open an official DLD schedule of the refresh time of the transaction data, and the Mo’asher methodology is the April 2020 version, so details may have changed. The worked example uses hypothetical numbers on purpose. This is general information, not investment or legal advice, and not a valuation of any property. FAQ

How do I check if a Dubai property price is fair?

Convert the price to AED per square foot, then compare it with registered sales of the same bedroom count, similar size and the same project or community from the last 6 to 12 months. Cross-check with a rental income case and, if the amount is large, a formal valuation. A price that holds up on all three is defensible.

Where can I see what Dubai properties actually sold for?

The Dubai Land Department open data page lists registered transactions that you can filter by date, area, property type and ready or off-plan, and download as CSV. I did not find the refresh schedule on the page I opened, so expect the newest deals to be missing.

Is the Mo’asher index a valuation tool?

No. It is a market-level price index built from DLD registration data with a statistical model. It tells you how a community or segment has moved over time. It does not value one unit with its floor, view and condition.

Who can issue a formal Dubai property valuation?

DLD says the official list of accredited valuation companies and offices is on dubailand.gov.ae and in the Dubai REST app. DLD also runs its own DLD property valuation service, where the request form asks for a letter from the owner. A bank uses its own valuer for a mortgage.

What happens if the bank valuation is lower than the price I agreed?

A bank lends against value, so a lower valuation shrinks the loan and you cover the gap. Your options are to pay the difference in cash, renegotiate with the seller, or ask the bank to review the valuation with evidence. Confirm the exact process with your lender before you pay a deposit.

Does price per square foot work for villas?

It works with care. For a villa, check the plot size and the built-up area separately, because two villas with the same built-up area can sit on very different plots. Compare only with villas in the same community and with a similar plot and condition.

Should I use a valuation to negotiate the price?

Yes, if you can show your comparables. A short table of recent registered sales in the same project is more persuasive than a general claim that the market has softened. Keep the evidence factual and let the seller respond to it.

Your Next Step

If you are about to make an offer and want an independent view of the price, request a review through our real estate advisory service. Bring the unit details and your comparables, and we will test the price against registered sales and the income case before you pay a deposit.
