The UAE visa quota is the limit founders discover at the worst moment: when the first hire has accepted an offer and the visa application is rejected, or when the free zone says the package only covers two people. It is rarely a fixed national number. In a free zone, the zone sets it. On the mainland, it is an electronic quota held with MoHRE.
This article is for a founder planning a team of one to five people. It explains where the UAE visa quota comes from, shows the published DMCC figures as an example, and gives you seven things to get in writing before you pay for a licence. It does not give you one number, because no official source I could read does either.

How this article was built. On 13 October 2026 I read the DMCC free zone visa guide, the MoHRE new work permit service page, the ICP establishment card service page and the UAE Government guide to free zone services. MoHRE’s FAQ and quota service pages would not open for my requests, so I quote no MoHRE quota numbers. Commercial guides disagree with each other on flexi-desk allowances, so I use only the DMCC figures as an example. I run an advisory business, Goldvest Horizon Group, so I have an interest in this subject.

What the UAE Visa Quota Is
A UAE visa quota is a cap on how many residence visas your company can have active under its licence. It exists because each visa is tied to a licensed establishment, and the authority behind that licence decides how many people the establishment can sponsor.
That is why you will see different answers online. One guide says a flexi desk allows one visa. Another says three. Both can be right, because they may describe different free zones, different packages or different years. The only number that matters is the one in your own licence package.
Fact: DMCC states that its quota depends on the office size you select, and it adds that most free zone authorities limit the number of visas issued to each business. Analysis: treat any figure that does not name a zone, a package and a date as a rumour.
Who Sets the Limit: Free Zone or MoHRE
There are two systems, and they work differently.
Free zone. DMCC explains that free zone visas are issued and regulated by the individual free zone authority, not through the mainland MoHRE process. The UAE Government’s guide to free zone services also lists visa and immigration services among what a free zone provides, including Emirates ID and medical test coordination. The zone decides your cap, and the cap is usually linked to your office.
Mainland. The MoHRE service page for a new work permit lists, as a condition, that the establishment must have an electronic quota available. It also requires a valid licence without violations that suspend operations, and an authorised signatory to apply. The permit lasts two years. I could not read the page that states how many quotas a new company receives, so ask MoHRE or your licensing department for the figure that applies to your activity.
If you have not yet decided between the two, read free zone vs mainland in Dubai first. The visa model is one of the reasons the choice matters.
Example: How DMCC Sets a Free Zone Visa Quota
DMCC publishes its logic openly, which makes it a useful worked example of a UAE visa quota. This is not a rule for other zones.
| Office type at DMCC | Published visa allowance |
|---|---|
| Flexi desk | Up to 3 visas |
| Serviced office | 4 or 5 visas, depending on the size of the office |
| Physical space | 1 visa for every 9 square metres |
DMCC also says a company’s quota may be eligible for an increase in some instances. It lists four visa types for its companies: employment, partner or investor, business visitor and student. Only the first two are residence routes for your team and owners.
The practical point is the link between space and people. The UAE visa quota is not a separate purchase. It follows the office package you choose, so a cheap package can quietly cap your hiring.
Team of 1 to 5: Which Package Fits
Here is my arithmetic using DMCC’s published rules. It assumes the founder’s own visa counts toward the cap. Whether it does is exactly the kind of thing to confirm in writing.
| Team size including founder | Smallest DMCC option that covers it |
|---|---|
| 1 to 3 people (founder plus up to 2 hires) | Flexi desk (up to 3) |
| 4 people | Serviced office (4 or 5), or physical space of at least 36 sq m |
| 5 people | Larger serviced office (5), or physical space of at least 45 sq m |
| 6 people (founder plus 5 hires) | Physical space of at least 54 sq m, because a serviced office stops at 5 |
This is an illustration, not an offer. Other zones may count visas differently, and a plan to hire five people may be cheaper on a mainland licence. If you are still deciding how many people to hire and in what order, hiring your first team in the UAE covers the order of the decisions.
Flexi Desk, Investor Visa and Establishment Card
Flexi desk visa. A flexi desk is the entry package: a licence address rather than a private office. DMCC publishes up to three visas for it. A zone may allow fewer, and the allowance may be for owners and employees together. Ask which.
Investor visa. DMCC says its partner or investor visa depends on shareholding and share capital rules, and its guide describes a visa valid for three years, obtained with a share certificate showing a minimum of 50 shares and total share capital of AED 50,000. That is a DMCC rule, not a UAE-wide one. For the longer residency routes, see residency options for founders.
Establishment card. The ICP service page describes the electronic establishment card as holding the registered establishment data. It requires a valid trade licence and a valid Emirates ID or Unified Number for one authorised signatory, and it says free zone companies apply through their own free zone authority. MoHRE’s establishment card page adds that owners, partners and authorised signatories must obtain a MoHRE personal identification number. The card is the base layer: the UAE visa quota is a separate limit that sits on top.
7 Things to Get in Writing About Your UAE Visa Quota
Ask the free zone, or your adviser, to answer these in an email or in the package schedule. If the answer is “it depends”, ask what it depends on.
1. The total number of visas for your package
Ask for the number, the package name and the date. A number without a package is not a commitment.
2. What counts toward the cap
Ask whether the owner’s visa, employee visas, identity cards or other permits all count. DMCC says an identity card for a family-sponsored person counts toward its quota, so the answer is not always obvious.
3. What happens if you change office
Ask whether the cap falls if you downgrade at renewal, and what happens to visas already issued.
4. The upgrade route and its price
Ask what a bigger package costs, how long approval takes and whether it needs a new lease or a new licence.
5. Whether a cancelled visa frees the slot
Ask in writing, because it affects how you replace a hire who leaves.
6. The full cost per visa
Ask for government fees, typing or service fees, medical, Emirates ID and any deposit. MoHRE lists work permit fees by category for the mainland, so ask what applies to you.
7. Who files, and how long it takes
Ask who submits the establishment card and visa applications, who signs, and the stated processing time.
If an adviser cannot answer these in writing, that tells you something. how to vet a business setup adviser covers the questions to ask before you pay anyone.
Where Founders Get Caught by the UAE Visa Quota
These are the traps I would check, not statistics. I have no dataset on how often they happen.
Buying the cheapest package, then hiring. The package that fits your licence budget may not fit your hiring plan. Check the cap before the price.
Assuming the founder is free. If the owner’s visa counts toward the cap, a three-visa package gives you two hires, not three.
Treating the cap as a licence activity issue. The ICP page lists a fine of AED 20,000 for entry permits issued to an establishment with no business activity. A company that exists only to hold visas is a risk. Keep the activity real.
Reading one blog as a rule. A figure on a commercial site may be out of date or may describe a different zone. Use it only as a question to ask.
Limits of this article. It covers the visa quota concept and the published DMCC example. It does not cover every free zone, mainland quota numbers, visa fees in full, or sector-specific rules. Rules and packages change, so confirm the position with the free zone authority or MoHRE before you act.
FAQ
What is a UAE visa quota?
A UAE visa quota is the maximum number of residence visas a company may hold at one time. In a free zone, the free zone authority sets it, often by office package or size. On the mainland, MoHRE requires the establishment to have an electronic quota available before it can issue a new work permit.
How many visas can a free zone company get?
It depends on the free zone and the package. DMCC, for example, publishes up to 3 visas for a flexi desk, 4 or 5 for a serviced office and 1 per 9 square metres of physical space. Other free zones use different rules, so get the number in writing from the zone you are considering.
Does a flexi desk come with a visa?
Often, but the allowance is small and the rules differ by zone. DMCC publishes up to 3 visas for a flexi desk. A flexi desk is a licence address rather than a private office, so confirm in writing whether the visas are for employees, owners or both, and whether the Emirates ID and medical steps are included.
Can I increase my visa quota later?
Usually yes, but not automatically. DMCC says a company’s quota may be eligible for an increase in some instances, and that quotas can rise by moving to a bigger office or by requesting an increase, subject to the free zone authority’s approval. Ask what the upgrade costs before you sign.
Does the investor visa count toward the visa quota?
It may, so ask. The sources I could read do not give a single answer. DMCC links its partner and investor visa to shareholding and share capital rules, and says an identity card for a person sponsored by a family member counts toward its quota. Get the rule for the owner’s own visa in writing.
What is an establishment card and do I need one?
An establishment card is the electronic card issued by the Federal Authority for Identity, Citizenship, Customs and Port Security. It records the company’s trade licence, partners and activity. The ICP says free zone companies apply through their own free zone authority. You normally need it before the company can sponsor residence visas.
Your Next Step
Before you pay for a licence, write down your team plan for the first year and ask for the UAE visa quota of each package against it. If you want a second pair of eyes on a quote or a package schedule, you can contact us, or look at our services to see how we work.
