Moving Money to the UAE: Source of Funds and AML Checks

Passports and ID documents needed for moving money to the UAE

Moving Money to the UAE: The Short Answer

Most delays in moving money to the UAE have nothing to do with the transfer itself. The wire arrives. Then the bank, the developer or the exchange house asks where the money came from, and nobody has a document ready.

My view is simple: treat the paper trail as part of the investment, not as an afterthought. Moving money to the UAE is straightforward when the origin is clear, the route is clean and the documents exist before the first dirham moves. It becomes slow, and sometimes impossible, when any of the three is missing. Four rules cover most cases:

  • Prove the origin. Be ready to show where each payment came from, not just that it left your account.
  • Use your own name. Payments from third parties, companies or relatives need their own explanation.
  • Avoid splitting. Several related payments are added together under the published thresholds.
  • Prepare early. Collect documents before you sign, pay a deposit or open an account.

This guide is for foreign founders and investors who plan to fund a Dubai property purchase, a UAE company or a personal account. It separates what the published rules say from what banks tend to do in practice, and it flags where you should confirm details with your own bank or adviser.

Why Moving Money to the UAE Triggers Questions Now

Two developments explain the tone of today’s conversations. First, the UAE spent 2022 to 2024 fixing its anti-money laundering (AML) framework. The Financial Action Task Force (FATF) placed the UAE on its grey list on 4 March 2022 and removed it on 23 February 2024, as described in Norton Rose Fulbright’s note on the FATF decision.

Second, the country has since replaced its main AML statute. Federal Decree-Law No. 10 of 2025 and Cabinet Resolution No. 134 of 2025 now sit where the 2018 law and its 2019 regulations used to be. According to Greenberg Traurig’s analysis of the new UAE AML law, the structure remains risk-based, but the evidentiary threshold is lower, the Financial Intelligence Unit (FIU) can suspend transactions and freeze funds for defined periods, and senior management carries more personal exposure.

What does that mean for moving money to the UAE? Analysis, not law: regulated businesses have less appetite for ambiguity. If a bank officer or a broker cannot explain a payment in one clear sentence supported by a document, the safer move for them is to pause. They are protecting their own licence and, increasingly, themselves.

That is not a reason to avoid moving money to the UAE. Dubai remains a credible place to invest and to build a business. It is a reason to behave like an institution: document first, transfer second.

Source of Funds vs Source of Wealth

Two phrases cause most of the confusion when moving money to the UAE, and they are not interchangeable.

QuestionSource of fundsSource of wealth
What does it explain?Where this payment came fromHow you built your overall assets
Typical exampleSale of a flat, bonus, dividend, loanBusiness ownership, career earnings, inheritance
Typical evidenceBank statements, sale contract, dividend voucher, loan agreementCompany records, audited accounts, tax returns, employment history
When it usually comes upWhen a specific payment arrives or is madeWhen an account is opened or a relationship starts

The distinction is a practical reading of how compliance teams work. The Central Bank’s guidance on politically exposed persons shows the same logic: CBUAE’s 2022 guidance on politically exposed persons requires licensed financial institutions to identify such customers before the relationship starts and to apply extra due diligence, plus ongoing monitoring.

A good test for moving money to the UAE is whether a stranger could follow your story from the paper alone. Salary account, savings, transfer: clear. “Family funds” with no trace of how the family earned them: not clear. The second case is where moving money to the UAE gets stuck.

Thresholds That Apply When Moving Money to the UAE

Several published rules use AED 55,000 or AED 60,000 as the line where paperwork begins for moving money to the UAE. They apply to different people, so do not mix them up. The table summarises the rules I could verify.

RuleThresholdWho it applies to
Exchange house, inward transferAED 55,000 or more, one-off or multiple within 45 daysSource of funds and purpose of transaction must be collected and recorded
Exchange house, foreign currencyAED 55,000 or more within 90 daysEvidence for the source of funds if the customer pays cash
Freehold property purchaseSingle or related cash payments of AED 55,000 or moreBrokers, agents and law firms must file a Real Estate Transaction Report
Border cash declarationAbove AED 60,000 per adult travellerTravellers entering or leaving the UAE

The first two rows come from the Central Bank of the UAE (CBUAE) Rulebook for exchange houses, section 16.10, which also tells licensed persons to give special attention to visitors. The third row is from Afridi & Angell’s summary of the Ministry of Economy circular (Circular No. 5 of 2022). The last row is from the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP).

Note what is missing. These are not caps. Nothing here says you cannot move AED 5 million into the country. They say that above certain levels, someone must ask and record the answer. Banks apply their own risk-based rules on top, and I could not find a single published bank threshold that works for every institution, so ask yours directly.

Choosing a Route for Moving Money to the UAE

The route changes the questions you will face when moving money to the UAE. This comparison is analysis based on the rules above, not a ranking from any regulator.

RouteWhat the receiver will askTypical friction
Bank-to-bank wire from your own accountPurpose, origin of the balance, relationship to the payeeLow if statements and documents are ready
Exchange house transferSource of funds and purpose at AED 55,000 or moreMedium; evidence is needed for cash
Payment from a company or a relativeWhy this payer, and where their funds came fromHigh; third-party payers slow reviews
Physical cashDeclaration above AED 60,000; source of funds on deposit or purchaseHigh; hardest trail to prove
Virtual assetsOrigin of the coins and the platform used; flagged in property dealsHigh; needs a regulated platform and full trail

If the choice is yours, the first route wins almost every time. A wire from an account in your own name, with statements that show the build-up of the balance, produces the shortest and most defensible paper trail.

Moving Money to the UAE for a Property Purchase

Property is where the rules bite hardest, because the sums are large and the parties are several: buyer, developer, broker, bank and the Dubai Land Department. According to the Afridi & Angell summary, brokers, agents and law firms must file a Real Estate Transaction Report through the FIU’s goAML platform when a freehold purchase involves cash of AED 55,000 or more, virtual-asset payment, or funds converted from virtual assets.

They must also record identity documents of whoever transfers the funds, plus receipts, invoices, contracts and the sale and purchase agreement. For a corporate buyer, the file adds the trade licence, articles of association, the beneficial owner register and passport copies of owners and shareholders. Records are kept for at least five years.

Three practical points follow for moving money to the UAE for a property deal:

  • Pay from the buyer’s own account. If a spouse, parent or company pays, document why and where their funds came from.
  • Do not split cash. The rule counts related payments together, so splitting a cash payment does not avoid the report and looks like structuring.
  • Check the full cost first. Budget fees and taxes before you send funds; our guide to what buying property in Dubai really costs lists them.

A filed report is a threshold report, not an accusation. Still, a buyer who arrives with a clean paper trail rarely feels it. International buyers who want guidance on the purchase itself can look at MrRealEstate, which focuses on Dubai property for overseas investors.

Moving Money to the UAE for a Company

Founders usually move money in three ways: share capital, a shareholder loan and later, dividends or repayments flowing out. Each has its own documents. Share capital is backed by the incorporation documents and the shareholder’s bank statements. A loan needs a signed agreement, as covered in our guide to the UAE shareholder loan. Outbound profits follow the rules in dividends for foreign shareholders.

The bank decides whether the company gets an account at all, so moving money to the UAE for a business starts there, and preparation pays off most at that point. Expect questions about the owners, the activity, expected monthly volumes and counterparties. The article on opening a corporate bank account in the UAE walks through that process. Ownership transparency matters too: the UAE UBO register explains who must be disclosed.

One mistake I would flag: using a company account for a personal purchase, or a personal account for company costs. Mixed flows are hard to explain and hard to audit. Keep the personal and corporate trails separate from the first transfer.

If you are weighing how much capital to commit and how to sequence it, an investment consulting review is cheaper before the transfer than after it. You can start with our Investment Consulting service.

Carrying Cash Across the Border

Physical cash is legal to carry, but it is the weakest route for moving money to the UAE. The ICP states that each family member over 18 may carry up to AED 60,000, or the equivalent in foreign currency, without disclosing it. Anything above must be disclosed through the Afseh system or other approved systems at the border. The rule also covers negotiable financial instruments, precious metals and stones.

A stack of banknotes: cash is the hardest route for moving money to the UAE to document
A stack of banknotes

Declaring is only the first step. A declaration shows you told the authorities about the cash. It does not show where the cash came from, and the bank or developer that receives it will ask the same question again. For anything beyond travel money, I would not use this route when a wire is possible.

The Document Pack for Moving Money to the UAE

Assemble one folder and keep it current; it is the single most useful habit for moving money to the UAE. For most cases, moving money to the UAE goes faster with this set:

  1. Identity. Valid passport, and Emirates ID if you are resident.
  2. Proof of address. A recent utility bill or bank letter in your home country.
  3. Bank statements. Several months from the sending account, showing the balance building up.
  4. Origin documents. Sale contract, dividend voucher, payslips, loan agreement or inheritance paper, whichever applies.
  5. Wealth narrative. A short, factual summary of how you built your assets, with supporting accounts or tax filings.
  6. Purpose. A one-line reason for the transfer and the contract it supports.
  7. Third-party explanation. If someone else pays, their relationship to you and their own proof.

Use certified translations where documents are not in English or Arabic. Keep originals and copies together, because a bank may ask for the same item twice from different departments.

What Raises Flags When Moving Money to the UAE

Compliance teams reviewing a case of moving money to the UAE look for patterns that do not match the story. From the rules above and general AML practice, the common ones are below. This is analysis, not an official list.

  • Round-number deposits just under a threshold, repeated over days.
  • Third-party payers with no clear link to the buyer or account holder.
  • Cash, or crypto converted to fiat, with no trail of acquisition.
  • Sudden activity that does not fit the stated profile or business plan.
  • Reluctance to explain or documents that do not match each other.
  • Politically exposed persons and their close family, who face extra checks by design.

None of these proves wrongdoing in moving money to the UAE. They simply mean the file will be read more carefully. The cure is the same each time: a calm, documented explanation, provided early.

Limits of This Article

I opened the CBUAE exchange-house rulebook, the CBUAE press release on politically exposed persons, the ICP announcement from 7 February 2023, and law-firm analysis for the new AML law, the FATF decision and the real estate reporting circular. I could not open the Ministry of Economy circular itself, so the property reporting details rely on a law-firm summary. I also did not read the full Arabic gazette text of Decree-Law No. 10 of 2025 or the bank-specific CBUAE standards.

FAQ

Is there a limit on moving money to the UAE?

There is no general cap on how much you can send into the UAE. What changes with size and pattern is the scrutiny. Exchange houses must collect the source of funds and purpose for inward transfers of AED 55,000 or more within 45 days, and banks run their own risk-based checks. Larger or unusual transfers simply attract more questions and more documents.

What documents prove source of funds for moving money to the UAE?

The right document depends on where the money came from. Typical proof includes recent bank statements showing the funds, a sale contract and completion statement for an asset, payslips or audited accounts for income, a dividend voucher for company profits, or a signed loan agreement. The document must show a clear line from the origin of the money to the account it is leaving.

Is source of funds the same as source of wealth?

No. Source of funds explains where this specific payment came from, such as the sale of a property or a salary account. Source of wealth explains how the person built their overall assets over time, such as a business, career or inheritance. Banks often ask for the second when opening an account and the first when a payment arrives.

Can I send money from a family member or a company account?

You can, but expect extra questions. A payer who is not the buyer or account holder is a common reason for delay, because the receiving bank must understand the relationship and the origin of that third party’s money. Where possible, move funds from an account in your own name, or prepare a short explanation and documents for the third-party payer.

Do I have to declare cash when entering the UAE?

Yes, above a threshold. The ICP says each traveller over 18 may carry up to AED 60,000, or the equivalent in foreign currency, without disclosing it. Amounts above that must be disclosed through the Afseh system or the disclosure systems at border crossings. Amounts carried by under-18 travellers count toward the accompanying adult’s total.

Does the new UAE AML law change what I need to do?

The structure is familiar and still risk-based, but enforcement is expected to be sharper. Published legal analysis says the new framework lowers the evidentiary bar for money laundering and increases senior management accountability. In practice that makes banks and agents less willing to proceed when a source of funds story is vague, so clean documentation matters more than it did.
